When portions of your lands are held by the enemy, a flat percentage is deducted from your gross income equal to the percentage of your population/lands under enemy control. This creates a great deal of economic hardship, because it does not reduce Base Income (and thus the percentages charged for Largesse, Works & Welfare and the like). If the enemy continues to hold a fief's lands, staff will recalculate the fief for the new, smaller territory.
